Oh there is always a ruler in ultimate chaos, in fact in most cases there wouldn't be chaos with out it.

No no no! Chaos! The very meaning of the word itself is "a total lack of order" - A ruler would add some order to the situation, no matter how chaotic his ideas are! If there's a rule pulling the strings of chaos, it only means that that man's methods are chaotic, but in fact everything else is orderly.

You'd never stay in power in true chaos. Unless you can swiftly bring back order, there would be no way. Someone would overthrow you shortly simply due to the chaotic elements.

Ok seriously, I dont think this is the best place to discuss concepts like Kaos Theory. Most people here probably couldnt even begin to grasp the concepts of non-linear equations and cellular automatta that would be brought up in a such a conversation.
