Hmm, that sounds like something from a work by Osamu Tezuka... but something about it sounds very familiar...
...alright, here are my top 3 guesses:
1. Magical Shopping Arcade Abenobashi (Sasshi's father is talking)
2. Ghost in the Shell (Puppet Master talking?)
3. Astro Boy?

OH DAMMIT! That's right!

BLAST! I KNEW I heard that quote somewhere! : Does Oglethorp impression from Aqua Teen Hunger Force : DAMMIT DAMMIT DAMMIT!It's Jing's monologue about life when he tosses away the water from the fountain of youth given to him by King Arthur (it was Arthur right?). The "Jing-Girl" in this two-part episode is actually a automaton built by Arthur to find someone to take his place when he finally decides to die. When he does die, another robot that was built starts reading classic Japanese poetry to him, as he usually did when he slept normally. The robot doesn't know that Arthur is dead. It is sometime after this that Jing decides to dump the water into the ocean, and his bird companion, Kir was it, is going "WHAT!? AT LEAST LET ME HAVE A SIP!"

Artificial arm, huh... I'll say either Cowboy Bebop's Jet or someone from Ghost in the Shell (artifical arm, artificial body... it's close enough)
