Okay, that series is called Miss Critical Moment, translated, and there are 16 episodes available on fansub.

It's a series about a clumsy girl with bad luck, who winds up in a disturbly hilarious 'critical moment' (hence the name) every episode. She has to try the weirdest methods to stay alive and survive while all the time that weird Japanese guy in the speedo is explaining what's going on with vital statistics and charts. Funny as hell.
