Nope, I can think of at least two others that were used more. To clarify, this is for ALL SM anime (original recipe, R, S, SuperS, Sailor Stars, and even the movies).

Yup, Otome no Policy is used throughout the R series (43 eps) AND the first two episodes of the S series -- 45 episodes. Tuxedo Mirage, I believe, comes in second place (used for the rest of S -- 36 eps).
