Shoujo-Ai and Shounen-Ai aren't necassarily softcore Yuri/Yaoi. They simply refer to any type of love shown between two girls/two guys.
Lesbians are the obvious Shoujo-Ai type. But also, an image of two friends just playing with each other, an image of one girl comforting, or caring for, another girl, or even a mother and daughter or sisters showing some kind of love, counts as Shoujo-Ai. Shoujo-Ai literally means "girl-love". It isn't limited to just one type of love. Romance... friends... family... loyality (or caring for each other) all count as Shoujo-Ai. As long as some of love (minor or major) is expressed bewteen two women, it's Shoujo-Ai.
