I was thinking along the lines of Tenamonya Voyagers it just has the feel from it. Haven't seen the show in forever but I remember some crazy things showing up in there. I recommend it if anyone wants to take recommendations for anime.

That's Colonel Sanders from Slayers (First series - pretty sure it's in episode 14 he appears)
