Im assuming this was the guy from the earlier OAV who was in the shadows below Tokemi. I was kinda wondering what he looked like since they only showed the shadow of him for like three seconds at the end of the ep.

Yep, that's him. We don't know much about him. Here's what we do know:

The series creator (Masaki Kajishima) calls him "Z"
He works for Tokimi
He seems to have ulterior motives
He seems to enjoy causing trouble.
He can make 5 light hawk wings
He can destroy an entire fleet of what were appearently high level fighter ships just by emitting some energy from his hand.
