well I haven't seen as much as I wish I have, but of what I have seen I'd have to say Tsukasa... Gyah, he confuses me... he wants to get out of The World... no, he wants to stay because of some weird stuff in the real world.... no he wants to get out... but he can't remember anything except little flashbacks... *head spinning* .hack//sign in general is like that...

Yeah, Tsukasa is definitely a complex character. He changes a lot through the series and has reasons for the way he is. I echo the statement on Lain as well. Hmm, how about Kenshin or Vash the Stampede? They are actually pretty complex people if you think about it, both usually act really goofy and carefree, but they mostly do it to forget the pain in their pasts.

the guy in the chair, upside down, in .hack//sign, I never could understand him. Oh wait, he's not necessarily complex, just the things he says are weird and he's totally inscrutable
so, in that case, maybe Toutousai from Inu-Yasha... but again mostly inscrutable, more than complex...
About Radical Edward: sure she's weird, but I think that she just wants to have a good time and lives in the moment. She has a love of clowning around which is why she acts weird.

For complex characters, I would have to say Reki from Haibane Renmai, Alita from Battle Angel, Chise from Saikano, and Anita from R.O.D. are at the top for me.
Osaka, while strange, isn't that complex really. I'd agree on the guy in Strawberry Eggs though.
As a whole, I'd say most of the characters in Ryvius are pretty complex, though not as much as the others listed.
Alpha, from Yokohama Kaidashi Kikou, while not that complex, is extremely well thought out I think.
