Like Akai Rurouni said, a big part of it is atmosphere.

To me, this is the main ingredient. Cowboy Bebop and Armitage III:Poly Matrix are perfect examples of this.

setting, quality of animation, deep well developed characters, interesting and unique plot
my fav anime is the crest of the stars and banner of the stars series btw

Usually it depends on the characters and the plot. The plot is usually what gets my attention first. If the show has a great character as well, that's what makes it better. If none of the characters are all that great, then the show is just average. Some times it's the type of character that gets my attention, but it has to have that great plot to keep me watching.
