dont blame me, for me trying to mimic himura kenshin. hes just cool in the way he talks when hes happy, that he does.

The key to accurately copying the dub version of Kenshin is to repeat the verb and subject - exactly repeat them.

"He's just cool in the way he talks when he's happy, that he is."

- you said "he is cool" so you repeat "that he is" at the end, replacing the adjective with "that."

Your earlier post should have read:

"No they did not cut out the smoking, that they did not. I'm glad they didn't edit that out, that I am."

Watch where you place the comma - always right before the "that" in your "that it is, that it does, that it will be, that it should be, that you shall see, that we do," etc. And capitalization mixed with some proper possesive marks - "I'm" will keep it from appearing to be jibberish.

But if I were to say something - just curious, does Kenshin talk like that originally, or is that also a dub thing?

It's the 'gozaru' he uses - an old fashioned add-on that gets tagged to the end of speech to make it more polite and formal. It's like the way he always (and I do mean always, not informal romance in the entire series) calls Kaoru "Kaoru-dono" - it's a sign that he's old fashioned and horridly rigidly polite.

As a rurouni he tends to use 'do gozaru' and forms of that all the times. It's only when he's in a fighting mood that he drops the formality and talks like a man. ;p
