I only saw the anime myslef, but I really liked it (save for episodes 26 x_x). I don't laugh out loud often when I watch anime or anything else, but I did for quite the few times while watching Excel Saga. So much random insanity and I enjoyed most of it. There's also all the references to anime and other movies and such. My favorite is the Sailor moon paradoy Excel does in "Animation USA". The strange random items that appear for no good reason like that flying crescent in "Butt out, Youth!!" are highly uncalled (it still boggles my mind to this day @_@) but hilarious in a ridiculous way.

Anyway, Sumiyoshi is suppose to have a "kansai" accent I believe.

This series really packs it in with the jokes and gags. There is so much pop culture overload (both Western and Japanese) the DVDs have an option where pop up bubbles explains some of what you are watching. It is a must see, but it is ten times better if you have seen a lot of anime genres and some of the series that it references.
