Indeed it is, Kaitou Tenshi Twin Angel. By the way, it's pretty bad. Still need to decide if it's bad in a good way or not, though.

I have watched the OVA and did not enjoy it all that much.

Here's the next one - I have not gotten to this episode yet, hopefully I did not make this too easy.

=p I've never finished it, every time I start to watch it, something ends up distracting me, one day I'll watch pass episode three... plus at this point, I'm just guessing animes that might have been around that time period
