if i'm not mistaken, then quon from rahxephon.

just in case i'm wrong, chi from chobits. the ears bother me a bit though...

I certainly can't find any competition to Chii. I mean, cute... depends which way you take the whole 'cute' thing. Sumomo is cute, Saki (from Kurumi) is cute (hell, as are her sisters), Multi (from To Heart) is cute, but Chii...

...I guess Chii is the kind of cute that makes guys like me melt down and become a large blob adoring goo on the ground

Dude! Anything Clamp makes is very cute (sort of for the X TV series and Tokyo Babylon

Personally, I'm more a fan of Wizard (that's Oujiro's toy, right?). Not because of cute, just in general....

I wonder if the robot brothers in Kikaider count? They are not that cute but I guess they could get an honorable mention. Favorite robot chicks would be R. Dorothy, Chii, and Multi. Multi made me go "awww" everything I saw her. Chii was great too for her innocence. However, R. Dorothy takes it all for her dry sense of humor and the mysterious ways that lurk about her.

Sorry Dammit Multi is 100 billion times cuter than chii. compared to multi Chii is like a dock ho who just got done serviceing 120 greek sailors with bad garlic breath. And since chii is the second cutest anime robot multi wins by a landslide. Chii would be nice to have as a sex toy though.
