1) Unless you buy bootleg, DVDs tend to have both subbed and dubbed on them. Heck, the free sample DVD that came in this month's Newtype had both subbed and dubbed on it. (If you buy bootleg, then it's much much cheaper and has much much worse subbing in general and is much much more illegal.) 2) The point of fansubs is that you don't buy them. You download them, watch them and delete them so you have an idea of what's out there and so you know what to buy when they get licensed. As far as I know, almost all fansubbers take down their versions when the series gets licensed--the possible exception is Inu Yasha, which is close to 100 eps ahead of what's being aired currently on Cartoon Network. As the subbers said, by the time the eps actually get aired, their fansubs will be virtually forgotten.
