In my oppinion the best animation in a series would ahve to be Last Exile. What else would you expect from a series made to celebrate the 10th anniversary of an animation house like Gonzo. It is an excellent blend of CG and conventional animation. Along with the high calibur of animation come inventive and detailed back drops.
Along with Last Exile I also have to give a nod to Fooly Cooly very stylish and I love the fights, Cowboy Bebop for its animation in motion (I love those dog fights and fist fights), Samurai Champloo like Fooly oOoly for its straight up style, and to the origional Hellsing anime, especially for episode six when Alucard give us a taske of his real power.
What do you think the Best Art/Animation in a TV series is?

If I had to pick a single one, nothing I've seen touches the visual spectacle that is Gankutsuou.
I'll give a nod along with the others to Haruhi for offering some of the best variety that was thoroughly well-done throughout.
I mean, seriously, that series did a LOT of things animation-wise (from silly home movies complete with crappy camera focus, to CG space battles, to exploding giant crickets, to violent trans-dimentional knife fights) - and each of those things it pulled off superbly.
