Rurouni Kenshin, too, I guess... looks like the right art style and something tells me the coloring is that of Kenshin...

Be that as it may, but that style of building still goes on to this day in Japan. Not to mention it's the same anime that picture that...um...rear-end is from. So I'm going with Ranma 1/2
