Of course CLAMP guys are all of the pretty variety. Its an all female studio of artists.
Anyway I had a feeling Inverse was behind this thread.
Here is one to bake your brain. Why is it that in western society and some others the standard of beauty for both women and men seems to be created by men?
If you don't see what I mean consider this; a lot of guys have short hair and tend to only shave their face. Yet how many movie star guys that women ogle sometimes will be seen shirtless in a movie looking like a chia-pet.
Weird phenomenon I think.
I look at the 'girly-guy' from an artistic view.
Artist idealize the world they create.
Of course an ugly character is uncommon. Some artist get wrapped up in their work and forget about things like sleep and hair cuts as well. That could be where the long hair comes from.
Drawing a female character is almost the same as drawing a male character. You would be surprise at how minute and subtle the changes are from one to the other.
Besides long hair has a graceful effect normally in anime. It seems to go hand in hand with grace, articulation, a calm frame of mind, and general class. (Poor Inuyasha got short changed.)
I think girls are just drawn to that sensitive soul thing. A feminine guy is a person that a girl can confide in like a girlfriend and still love like a guy.
Of course there are plenty of less feminine characters that are sensitive such as Nakahito from Steel Angel Kurumi. Bad example maybe, but he does not have long hair. So maybe its just a matter of if you're going for fantasy go for broke.
There is a psychologist or sociologist(I forget which) named Sternberg who had a theory of the triangularity of love. He said love has three parts intimacy (liking), infatuation (passion), and empty love (decision/commitment). They worked in combinations to create different relationships, such as liking and commitment create a friendship.
Perhaps I read into these things to much.

I think if I were in an anime, I'd probably be one of those "girly guys."

I think it's more of a whole appearance & personality thing that make certain people look feminine. Riui from Rune Soldier has long hair, but let me assure you, there's nothing feminine about him. Gourry from Slayers also has long hair - but again, nothing like a girl (except for those 3 episodes where he get's a little dressed up^__^)
