I don't think so. She's supposed to be very pale looking, like an albino and albino people usually have reddish eyes because their pupils lack pigment.

I've noticed, though, that blueish-black haired characters tend to be the quiet, serious ones or the depressed ones: Izumi from Nadesico, Maggie Chow from ROD TV.

Actually, it seems most blue haired characters tend to be depressed, whether or not they actually show it.
