A deck should not be structured around the posibility of one card working unless that one strategy is guaranteed to work everytime.
Also you have to be carefull which cards you use. Keeping your deck at 40 cards is optimal (While some are around 30 with just some fillers to shorten your deck).
Focusing it around one single element may prove usefull but it's easy to find a weakness.
So like em-lang said the decks nowadays are so generic, everyone has the same deck for the same strategy.
If you look back at previous tournament history, you'll see that the runner up and winners of the national tournament have practically identical decks.
Maybe we should start giving advice on how to make an effective deck while yet having your own strategy built in. I have my own deack and it has it's own strategy as well.
The first thing to know is that if you go with a certain type of deck, make sure you have the best of the best for the strategy. Don't go with second choices.
