The police officer who confronts Kiki for almost causing a major traffic accident (she was almost run over by a bus that said "Studio Ghibli" on the side). The cop started writing up a ticket, but was distracted when someone yelled "Thief."

AFAIK, that's the closest to Arsene Lupin III in Kiki.

I can answer the Cardcaptor Sakura question. Touya usually calls Sakara "kaijuu" which means "monster".
