i dont care about power...anyway:
POWER wise, i suppose the macross thingies are the most powerful.
power wise, i could say two more people but theyre not anime...Kingpin, Rupert Thorne...crime bosses, you cant have much more real world power...
evil/insane wise, id say a tie between Legato for being...insane, and Vincent for wanting to kill everyone...i still couldnt figure out a reason for that other than because he felt like it...

Cata stop being such a silly little fanboy. FYI DBZ villains (and characters in general) easily have all the abilities your little macross villains have, and then some. Yes, all the very strong DBZ characters can easily destroy planets, solar systems, galaxies, whatever you can think of, move faster than lightspeed, etc. But I'm not going to bother arguing with you, you won't change your opinion no matter what. Now, on with what this post was originally about.
The best villains ever IMO are...Hmm...I just liked most major DBZ/Some DBZ Movie villains for various reasons (no particular order):
Freeza: Most cruel, sadistic villain EVER. Discussion closed
Cell: I just liked his style, basically what he was (that backed up with the fact he was an evil badass).
Broli: Crazy, psychotic, maniacal, galaxy destroying legendary SSJ hell bent on killing Goku. This guy was rough.
Majin Buu: Evil reincarnated, let aside the DBGT villains, Majin Buu, after absorbing Gohan, Piccolo, Goten and Trunks, was by far the deadliest, most powerful villain ever made.
Hildergarn: He's the Godzilla of DBZ!!!Just cooler and thousands of times stronger!
I could write some more, but too lazy -_-.
