A1: never gonna happen, anime characters never have enough money to buy new threads. food costs so damn much in Japan
A2: You'll still know who's who by the attitude. ex: No matter what Vash is wearing, or what type of tie is over his head, if you still hear "This world is made of Love and Peace!" followed by a girly yell, you'll know it's Vash the Stampede, and not anyone like Gendo ikari or anything.
