A.it used to be a normal tip like the Coneheads but he got a rubber band stuck on it and it stayed like that ever since.

Q. on FMA, why does everyone call Hawkeye "Sir" instead of "Maam"?

A: After someone made a severe comment about how short Ed is, the diminutive Alchemist was qouted to have said "I WILL GOUGE OUT YOUR EYEBALLS, AND SKULL *beep* YOU!!!" The Rest is history.
