Ok, this shows I'm better in trivia questions stuff than quoting questions so I'll let anyone take control of the thread.

As for who said it, it was Rosette from Chrono Crusade in episode 3 where she was wearing that really hot party dress, and she was flaunting her assets at Chrono.
