in pokemon the character of pikachu is based on the reality of the electric eel. charmander and squirtle are based on mythological creatures, fire-breathing dragon and sea monster. this higher level of plausibility is why pikachu is ash´s favorite. it is also why team rocket seeks to capture pikachu, they do not seem nearly as interested in ash´s other pokemon.
this is because the message of pokemon is that evil is less plausible than good. overlooking the fantastic machinations of team rocket, in the first episode professor oak gives pikachu to ash for no remuneration. this would suggest pikachu is not very valuable in a dollars-and-cents kind of way. also, if jesse and james went to professor oak he might give them a pikachu. maybe. but they never ask.
