Is this online store ok?

Ok this may be a bit off topic, but I posted in the general anime section since the following online store sells general anime products.

I was kind of interested in getting the Noir Soundtracks, but not interested in paying $40 for them, and I found the following site....

the price seems awfully low and I was wondering if it was too good to be true?

Anybody know if this site is ok to buy from?, how the heck do they sell it so cheap? Bootleg?

i think by the seriel numbers;; that they are bootlegs

tho i could be wrong;; but those prices are low... a bit too much to be believable
