How many Naruto characters does it take to screw in a light bulb?

2, but it takes 3 episodes, 2 battles, 20 minutes to explain the strategy of how you'll do it, and 5 minutes to talk about it afterwards.

how do you make one episode into a series?

"make the next 23 episodes flash backs of the first one. then make the final episode the same as the first one but with differant background music!"
