-"Team rocket blasting off again"...as well as any other phrase they utter...
-Every freaking time Sailor Moon transforms and say that justice crap (i 4got the phrase but it absolutely annoyed me)
-"Yugi!!!" when Tea shriek that name my eardrums bleed...
-"Please save this world"or similar to that...Emaraude of MKR...

He means that just about everyone in the Naruto series says "At this rate <insert sentence>" and it's getting old.
