learn how to draw normal people first. You need to learn proporitons before you start distorting them.

just practice. Practice, Practice, Practice.

All my art teachers keep reminding me that constant practice of drawing anything will help.

If you can, just spend an hour just sketching out one thing (i.e. eyes) then start building up from that. (i.e. eyes with nose) until you feel confident with starting on a full face.

It also helps to practice something other than an anime character once in a while, so you learn to come up with something different and not get stuck in a rut.

Draw anything you can see. Study perspective, study anatomy. Take in as many artistic influences as you can. Not just manga and anime.

you might find some good tips at http://www.howtodrawmanga.com/tutorial/tutorial.html :)

Personally, I used to pause my VCR or DVD player whenever I liked an anime character's pose. Then I would attempt to copy it. Gradually, I got a bit better and developed my own style.

But the books are good too.
