I am from the school of thought (

)that believes FLCL to be entirely by itself.
Although I will echo the choice of Magical Shopping Arcade Abenobashi.
They are somewhat similar in the pace and overall randomness that sometimes occurs.
You could find anime with similar aspects of FLCL:
Anime that are good but leave most people blank the first time they see it:
Lain.
Evangelion.
Boogiepop Phantom.
Pet Shop of Horrors.
Anime with weird/original/hidden/gags types of humor:
Ranma 1/2.
Excel Saga.
Anime with hyper characters:
Most anime have them.
Gravitation.
Wandaba Style.
