Oh man, this is tough.
Inuyasha! He got me hooked into anime. Especially episode 13 when we first see him in his human form. Weeeee!
He is so cool. Such a bad-boy attitude covering up such a soft heart. Classic.

I'd have to say Tetsuo... once you've seen Akira, it's hard to forget the part where he starts freaking out and going on destructive sprees, and then his body goes crazy and starts spilling out flesh and wires. Plus his personality is quite memorable, even more than Kaneda, the protagonist.
But I mean... when you think about it, almost any main character from any decent anime can be considered very memorable. I only said Tetsuo, because you said anime "history", and Akira is fairly old.
It's kind of a strange question to ask, maybe.

In all honesty, Goku from Dragonball Z... he's like Scooby Doo or Bugs Bunny; you never've had to see the show to know who he is, even if you're not a fan of the show. Even say the NAME and people know who you're talking about.

Eh eh, it's gotta be either one of two characters:
Doraemon, the adorable cat creature who has been charming children since the 70's (and still on TV, even though the show's reruns are more than several years old).
Black Jack, the mysterious surgeon who practices without a license, but saves lives on a daily basis. His skill is practically unparalleled by anyone else on the planet, and the only other person he trusts is his tiny adoptive daughter, Pinoko. With a new movie out, and as one of the most recognizable of Osamu Tezuka's characters, Black Jack could easily vie for the most recognizable anime character!
Course then there's Lupin and Ge Ge Ge No Kitarou... hmmm....

I think just about everyone, including those who've never heard the word anime, know the name Pokemon, and probably can recall that Pikachu is some sort of overly cute lightning creature.
