Was it originally produced by Japanese for a Japanese audience? Then not by this site's standards, it's not.

Th Boondocks isn't "Anime" in that it's not produced in Japan.

What I can't figure out: is IGPX Anime? It was produced specifically for Toonami, with a the idea that Ameicans would watch it, and yet it was produced in Japan and actually LOOKS like it, unlike say Teen Titans or WITCH. I just wanna know what you guys think. (I usually take the stand that Anime is an art style, and there are Japanese Animes and American Animes, but most people here believe it's only Anime if it comes from Japan.)

I hope this answers you IGPX question.
A better question in regards to IGPX is, where do Phade and the moderators stand in the matter, and will they allow AMVs using IGPX to uploaded to the local servers, or have them on in/direct links?

Actually, the new IGPX orginally aired in Japan for Japanese and has a Japanese dub. So, yes, IGPX is anime.

Nope. It's based on an American comic strip, by Aaron McGruder, of the same name.
