umm okay but I still want that anime look and thats the way I have the eyes instead of circles like O.o though I might change it, I gotta work somethings out I think my program is restricting me from some very useful tools and effects since its only a trial ah well it makes the lines so smooth n_n

It doesn't look like anime at all, once you say that's what you're going for you can KINDA see it in the hair. but other than that it looks COMPLETLEY american. I'm assuming that she's wearing glasses, you could interpret them as goggles and then it looks like something stupid that would be on the kids WB.
Sorry for being harsh, but if it looks like anime you'll know it, and you'll be happy with it. I'm just trying to help yuo realize you're really not there yet, and if you only make minor changes instead of big ones, it's not gunna get fixed anytime soon.
Do exactly what Innotech said, and it should look more anime.

Heres some original pics I made of Sailor Venus on mediaminer. Im still working out details and proportions, but it shows athe typical anime proprtion and facial structure. Though like I said, I used to copy images (not trace, but freehand pictures from websites) and I recently started to try out my own original poses/drawings. I guess its coming out pretty good.

thats not true, Im getting better as you can see, and I am American. Well I have Chinese blood in my family, thus my like of anything oriental far east, but mostly its just that I have been practicing it lately. the eyes are very important to get right. you can see Minako has really large eyes and they are drawn very specifically. But there are a lot of styles to draw anime eyes. The heads are a bit oddly shaped too, but there is a specific way of drawing all that. I think the head needs to be rounder... it looks to flat on top.
The eyes need more work... they need more detail so they can bring out more emotion from the character.
I like the style... find your own voice and keep working! I see potential there!
