There's dispute as to where it actually started, but I understand that it began at a west coast con in 1997 or 1998 when a chair was accidentally left on the stage during the cosplay and nobody did anything about it until people in the audience started yelling "Chair! Chair!" It became a chant very quickly in the packed room, and people started carrying it to other cons in the area, and eventually to the east coast in 1999 or 2000. In the seven years since it started, the chant has become widely despised among frequent con attendees, and will often result in death threats towards people who try to start up the chant. I've seen convention chairpeople make the threats from stage, even.
The chant especially irritates me as it's a representation of a mindless sheep mentality.

I have to admit, though, that to hear a room full of people going "CHAIR AND PEACE!" at Otakon 2003 was, at least for me, quite an amusing experience.

Seriously, every time I heard that it made me duck.
