There's a difference between just cosplaying, or trying to get in the cosplay contest. I don't cosplay, but I think usually you have to register for the contest and such, so you're garaunteed a spot. If you just want to walk around the halls and wherever in a costume, then there's really nothing against that.

It's only true if you don't want to. That's like saying you don't eat pizza at your first con. No one's keeping track of who's been to cons before, so it isn't like it's actually a rule. They might just mean you should see a cosplay skit before trying to compete so you'll get a feeling for time and the like.

If you just want to dress up, then go for it regardless. Cosplaying is about making yourself feel good, so don't listen to what other people have to say.
