Yup, that's cheap fpr a full set. That's about as bootleg as they come.
I just watched the first DVD, my son brought it home. Only dvd 1 of the US licenced version is out right now. Episode 0 had me going WTF. It all makes sence later. Yes it's a very good series, at least the first dvd. I keep wondering what she's going to come up with next.

That being said, I do recommend at least a rental.
I personally enjoyed the series (heck, my avatar is Haruhi!), and recommended it to all the people I know who watch anime.
It's basically a comedy series, but the gags are more situational than slapstick and rely heavily on Kyon's 'comments' for some of the humor. You may need a bit of knowledge of other anime and Japanese culture to get some of the jokes, but the humor comes mostly from Kyon's reactions to Haruhi's actions and the situations he ends up in. Episode 1* (The Adventures of Mikuru Asahina Episode 00) is a good gauge of how the humor of the rest of series is (the video quality for the most part of this episode isn't representative of the main show). Also, since the show is very character based, if you dislike Kyon or Haruhi (some people are really turned off by her antics and attitude), or even the other cast, you may not continue to watch. If there is a continuation of the series made, many of the stereotypical concepts of the secondary characters will be challenged (Mikuru isn't just a cute mascot character, Yuki isn't exactly a typical "robotic" girl (a few of the episodes hint at this), and Itsuki isn't really the constantly smiling "yes man".
There are quite a few parodies in this series which, depending on what your general preferences are, may be high points. Possible spoilers ahead:
IMO, the series' full impact is best seen in the original broadcast order. Unfortunately, the DVD releases are in (mostly**) chronological order which may make understanding the story easier, but takes away one of the unique facets of this series. Plus, the series now finishes off quietly with Someday in the Rain instead of with a bang with The Melancholy of Haruhi Suzumiya VI which features the "start the episode without the usual opening and jump right into the story, then end the show without the normal ending sequence but use the opening theme (or a variation) during an epilogue" style for a series finale (like Rahxephon and Eureka Seven, among others).
* Since there are multiple ways of numbering the episodes due to it being broadcast anachronoligcally (Kyon order), having a certain chronological order (Haruhi order), and being released slightly out of chronological order for the DVDs (Yuki order), I'm going to use the DVD (Yuki) order for clarity.
** DVD episode 1 is actually episode 11 chronologically. I'm glad that they kept this episode anachronologic to serve as a introduction to the series that happens to foreshadow many latter story elements.
