I need help creating scanlines w/ premiere pro v1.5

That's right. I'm interested in incorporating scanlines into some of my footage to help further give the illusion that the footage is being displayed through a television broadcast. As the topic title implies, I'm using premiere pro v1.5. So does this editing program have a special effect I could use to simulate scanlines? If not, could someone recommend some other method to accomplish this task?

Draw them in any image editing software. Overlay on top of your video.
