After Effects 7.0, effect used in Bleach w/particles?

After Effects 7.0, effect used in Bleach w/particles?
Basically, on the show Bleach (sure you all know it of course), when something horrible happens, or a great power's released, etc. there's this effect that always happens.
Basically, it seems like tiny little particles of the picture are being "ripped" off the screen, as if there was another picture below, like raindrops flying upwards and the foreground ones are different colors than the rest.
Does anyone know how to do this effect in AE 7.0 Professional, and if it's even possible? My best guess would be something to do with particles and fast blur, but that's as far as I can figure...

I guess just copy and paste that, at 6 seconds, it starts happening. The quality of the video's kinda low so you can't see ALL of the individual streaks, but if you look you can occasionally see a white streak that's really prominent fly up the screen, and the effect that seems to make the edges of the character (Mayuri) have little line streaks coming off of him, etc.

Ok, the first thing off the top of my head is fairly complex, so there might be a more simple way of doing this.
First off, create a solid layer and apply fractal noise effect. Adjust the settings until it gives you some nice streaks.
Use this as a displacement map on the footage to make the footage streak.
Duplicate the streaks layer and blur the hell out of it. Do some colorize or hue/saturation or something to make it colorful, and put this on top of the footage and play with the transfer modes.

If you're talking about the general "reality is shifting slightly because of his amazing power" thing they do, it honestly looks like a film-grain effect (like something you'd put on a video to make it look old/projector-worn). If you take multiple layers of the same clip fool with the opacity and add grain and blurring to the top one you might get something like what you want. Might also try playing with the color a bit to get the slight rainbowing.

The only thing I don't know how to do would still be the lines where it actually causes the person himself to have little tiny lines streaking out of his body (like on the closeup on Mayuri's eyes in that same clip, look at his bottom eyelid, the black streaks up like a wavelength, as does other parts of him etc.)
Or do you think it'd do that too?
