No, it doesn't fall under comp sci, or under animation. You'd probably be best going for a broadcast degree, or a digital media or new media degree if your school of choice offers it (that degree would be more for editing and compositing, with emphasis on pushing it to the limits creatively whereas the broadcast degree is geared more towards production work)

But, you can learn a good deal about all of this stuff if you're around it, for example, my degree was in 3d animation, and I never actually had any video or compositing classes, I just taught myself because I needed the skills to work with the animation...also bought a DV cam to play with, so I learned capturing and editing and authoring just because I wanted to. Was always around a lot of really creative people, which makes the difference. You can ask somebody to help you, and you'll learn a ton.

.. A Degree in Broadcast Engineering will help define what we do here. You will learn about Gen-Lock Systems and VCR Controllers with up to 24 Monitors. Everything from How To Capture Live Footage through Editing is covered; in fact, you will need to create at least One 30 Second Video per week in order to finish the course.
.. The very same principles learned for the Job can be duplicated on Editing Software at home. How To Mark your Videos for Automatic Commercial Queuing and How To Mark your Videos for an Ending so the next Commercial can start -or- return to Programming.
.. Most TV Stations only use these Editing Systems for FootBall Games and BaseBall Live Feeds in the VAN/Trailor -- then everything is sent via Sattillite to the TV Station.

Quite a bit of TV Station Work is the same as Video Editing:
TelePrompters / Sub Titling
Cropping / Zooming
Panning / using transparent colors [[ as in Weather Reports ]]
Fading / umm .. sorta like a transition >_<
Picture in Picture Com Linking / errrr....
AutoMatic Defect Removers / Erasing & Replacing Sub Titles
Setup and Maintence ... you get the idea. 8-)

After a while you will learn to like dividing pictures for Multiple Images.
( ever see how CNN and most nightly news shows have things under and on both sides of the TV Screen to Display many things at once? )

yup; A Degree in Broadcast Engineering will help define what we do here.

I will say right now, if what you're interested in doing is similar to making AMV's (or music videos in general), expect a long and arduous road of doing stuff not even remotely close to what you want to do. Meaning, unless you're working in television, the cream of the crop for editors is typically editing commercials. Beyond that, there's corporate videos, wedding videos, and other relatively boring tasks. And unless you are working on a film with a friend of yours, don't expect to be doing much film/movie editing.

I'm not trying to discourage you, but simply give you a vision of what life as an editor is typically like. And to directly answer your question, there are schools/programs that do exclusively teach editing. For example, at Columbia College here in Chicago, they have an extensive film program including concentrations in directing, screenwriting, and, you guessed it, editing.
