Is there an effect in Premiere that makes it seem like the clip was recorded by hand? Like where it wobbles or shakes a bit?
Help appreciated.

Yes. GenArts Sapphire effect pack brings an effect that´s called "Shake".
It´s more randomn.
I recommend you to zoom the picture a bit and keyframe the position and make the motion part by yourself. You might want to keyframe the zoom to and add some blur (--> wrong camera focus.).
Needs some work and effort.

If you have it, AfterEffects 6.5 (dunno how far it goes back, i use 7.0 pro personally) has the "wiggler" effect which does this, and it's built into the program.
