Hey this has been driving me nuts for the longest time and I am hoping a smart cookies can help me out here.
I am looking for the artist and title of a music video that has featured anime characters very similar to Leiji Matsumoto's work. It's not Daft Punk.
It was a music video made in the 80's and features a very scruffy long hair lead singer. It flashed back and forth to the anime and the band.
Not much else I can give to go on.

Way back then, the only video I can think that comes close is Matthew Sweet's Girlfriend. The music video features the 80's anime movie Space Adventure Cobra and is from the early 90's (Sweet released his Girlfriend album in late 1991). Like many anime and manga of the late 70's and early 80's, Space Adventure Cobra's character designs and style seem to be influenced by Matsumoto's work.
I don't really see a band in Girlfriend and Sweet's hair isn't that long (although he is pretty scruffy), Matthew Sweet's I've Been Waiting featuring clips of Lum from Urusei Yatsura (also from the 80's and early 90's) does fit part of your description better.
