Hiccuping Video

I've noticed recently in some videos I've rendered, that the segment will be playing, then backtrack 1 or 2 frames and then continue on

I've been rendering with Huffy, but I also tried Xvid, and the problem still occurs.

I also thought it might be a frame rate issue, making the rendered video a different rate than the source material (30 rather than 29.97) but upon rendering it at the source's rate, the errors disappear, and instead take place during different parts of the video.

Any ideas on how to eliminate this problem?
