Creating a 4 colour comic effect

Anyone know if there are any avisynth filters capable of doing this? Or any that do the ink dot effect either?

.. I've tryed everything from DOT Sizes via the Dark/Bright setting of the Images to the MSU_Cartoonizer and what you are discribing doesn't ring a bell T_T; got a picture of How You Want It To Look and we can tell from THAT !!

.. this is as close to a four color anything that filters will do!
