good filters filters

Are there any filters out there that can remove blended frames?

Any Suggestions or advice will be great

btw im using pal footage for my source just to let u know.

Here you can find some suggestions, if you scroll a bit.
Else than this, sorry. Maybe google can help, but as far as I know, blended frames are often difficult/impossible to unblend...
