24 fps vs 30 fps

Hi. New person here. I've been scouring through all the guides on the site (and I have to give thanks to the creators for all the wonderful work they've put into those guides) and I've run into a hypothetical question of sorts.

My dvd rip (23.97fps) has been converted to 24fps for Adobe which, cool beans and all, but I'm curious if I wanted to share my final creation with someone via youtube or the like. That requires 30 fps.

What's the best way to get the best of both worlds? Can I rip a 23.97fps DVD to 30fps without destroying the quality? Or is it a "one or the other" situation? Thanks.

.. bad word; BAD WORD .. actually just a wierd thought T_T

24 -vs- 30 Frames Per Second .. I use 120 FPS then blend & merge the frames
together so that 23.960 FPS looks natural.

.. its not a question of FPS really, its How Those Images Move on the screen!

.. MAD's are made for Viewing ease to look like they are Liquid-in-motion.

.. 24 FPS is just a "preference" for encoding that we like as a Standard here.

120. Wow. That's some serious fps.

Are you simply running it through virtualdubmod, pre-processing? (AssumeFPS(120))?

I'll admit I have a bit of a "tin ear" (tin eye?) when it comes to the quality of a video, assuming it's only incremental changes. I brought my (23.97fps) vob file into virtualdubmod at 30fps and it looked okay to me. But I'm not sure if I'm hurting the quality at all.

I'm using Adobe Premiere Elements 4.0, and from what I can see, I'm stuck at editing at 29.97fps.

So I'm hoping I can process my 23.97 vob to a 29.97 avi, edit in Premiere Elements at 19.97, then tweak it up to 30fps in virtualdubmod, if needed, for that place that shall not be named.

Or, alternatively, you can edit completely @ 24FPS and just change the frame rate in vdub after you're done.

The frustrating thing is, after all my scouring of this site and all my research, I can't find a way to make Premiere Elements edit in 24fps.

It's such a silly sticking point, but I'll be damned if I can see what I'm missing. File-> New Project-> Change Settings-> New Preset-> Then getting stymied by being unable to change editing mode or timebase. (But enough of that, I'll figure that out later.)

My concern was that I'd throw off the timing of the video/audio too much if I tweaked all the way from 24fps to 30fps, after the fact.

Unneeded concern, I take it?

I've never use elements, but in general you pretty much have to edit in 24fps with other versions of Premiere. Make sure you're editing in the Video For Windows mode if that's an option in elements like it is in pro.

I googled "video for windows" and "premiere elements 4.0" and got only a few sites that came up - half in some foreign language - so I'm thinking it's not an option for me.

Which leaves me with pre-processing the vob from 23.97 to 29.97 (again, assuming that's not harming the video too much), editing at 29.97, and going to 30 post-processing, if needed.

I'm not really sure what anyone is talking about here in regards to 120fps, because it makes absolutely no sense in this situation...

However I am 90% certain that 23.976fps works just fine on the you tubes.

From what I've read, 23.976 works... it's just not ideal. They recommend 30 for clearest viewing. But 23.97 is moot for me, because I just verified it on an forum: I can only edit in a timebase of 25 or 29.97fps. Period.

So. Here I sit with my 23.97 dvd.

I initially started working with a 29.97 mpg that I had downloaded from the web (I got antsy, couldn't wait) and, honestly, it seems to be of decent quality.

I was hoping to bait and switch with my DVD output, but converting the dvd output from 23fps to 29 is throwing all the timing off. So I'll just take this as a lesson learned and stay with my mpg file for this project.

For future projects, I'll resign myself to doing everything at 29.97. I just need to figure out how to get the clearest DVD to AVI. The options I see are ConvertFPS, ChangeFPS, and AssumeScaledFPS.

I don't suppose there's a nice guide for that anywhere, is there?

And thank you to everyone who's chimed in so far. This is helping me get a handle on things.
