Hmm.. Thats all that comes to mind that hasn't been posted already. However, I'll still mention the Tenjou Tenge manga is much better (and far more ecchi, than the TV series/OVA/Movie.

The problem here is most anime that is mainstream has ecchi. And if it has any ecchi, it likely has a lot of ecchi, because once you start you rarely can stop.
It's not like they are going to randomly flash you one character's undies in one solitary ep just as a fluke and then never again.
True some series beat some ideas to death. Some shows like Najica are really just a show built around a silly reason to show you girls undies from as many angles as possible. But in the end, it's just girls undies, and if there was no context to the shot, it if was just undies for the sake of undies, then it's not ecchi, it's just undies.
Hey I can walk through the ladies wear section of any clothing store and see aaaaaaall sorts of girls in undies if that gets me off eh

Ecchi requires at least some sort of context. Because the Japanese culture is after not ours.
