I meant the technical side, not the rules. I wanted to emphasize that it isn't unimportant.

Judging by what I see, many people can't participate in the forums due to the language barrier and other reasons, but can use the site quite well. We don't have any proven statistics about the VCA, but it is sure popular outside the org.
Lots of people, who never post on this forum, nevertheless vote in the VCA. Let them elect the judges as well.
Anyway, running something big manually is inconvenient.
