Do you need video quality help?

I definitely need some quality help with my new source material. I haven't edited an AMV yet, but I really would prefer not to start editing yet when it looks this bad.

I started a thread here about it:

But no one so far seems to really know how to get rid of the problems. There are six pictures and two lossless lagarith clips (Both less than 32MB. One is only 21MB, I think) before and after trying to clean it up. I've tried some various filters, but with no luck.

I'd really appreciate anyone's help on this. (If this post is unfitting because it's not about post-processing but pre-processing, sorry.)
