And nothing can come close to the power of Akira, he was disected and kept in an almost 0K environment and reasembled himself. And blowing up Neo-Tokyo is just the residual energy from him exerting effort, it would be like tying your shoe destroys downtown Manhattan. If he coughed it would blow up the entire planet, I bet if he had to fart it would destroy the solar system.
