I-Frames?

Is there a way to add more, so far the only program I've come by that can do this is the mpg. render in Sony Vegas

I'm pretty sure you can do that in vdub/mod (at least with some codecs)
xvid in particular has a setting where you can tell it to have at least 1 I-frame every X frames
